I didn’t think that he was using an effect except the very last chord. It sounds like real fast tremolo picking. But the last chord I reckon is probably just some very light chorus, tremolo or flange (chorus or trem more likely), with a reasonably fast rate, but not much depth to give it a wobbly/bubbly effect.
